I do not know whether PADP is in the public domain or not. The
Treasure Chest Project is a Csa2 effort to get old commercial software
reclassified as freeware or public domain run by Willie Yeo. You can
check the current listing at ...

Someone asked about PADP several months ago. My recollection is
that the software is maintained on Asimov for downloading. So, if you
want it, it should be available.
