Contact the admin of the shell account and ask what unix
newsreaders are available. Use them; read the fine manuals online for
how to add groups, etc. If there are no shell-based newsreaders
available, then bug the admin(s) to provide one or change to another
account where they are available.
Configuration problems with your shell and local usenet reading are
best dealt with at the *local* level-- the admins should know what's
up and be able to fix problems or point you at the documentation.
