Ruth, I assume you are trying to use an X-10 home automation
controller with a IIc?  This has already been done.  The simplest
solution would be to find someone with an 8-bit IIe/IIc version of
the X-10 software (the Apple II was a popular X-10 component
in the 1980s), the right serial cable, string them together and run
the system...

You'll have to find a copy used.  I suggest asking on the usenet
newsgroup comp.sys.apple2.marketplace.

The controller is still sold at places like Radio Shack.  The same
one that works on Macintosh and Wintel will work with the A2.
Only the software and the serial cable is different...
