For sure, many will not.

A lot depends upon what you are looking for. Sites like Ground and
A2-Caltech maintain large game archives; but, they do not normally
maintain emulator disk images or ShrinkIt files of old out of print
commercial software.
Miles may be looking for a fun oldie like Up n Down or Wavy Navy.
Two popular sites which maintain archives of such games are Asimov and
Uni-kl.de; and, the standard format is gz-compressed DSK (i.e. a disk
image of a 5.25" 'DOS 3.3' diskette which can be decompressed via
WinZIP).
Basically, if a user wants to download and play out of print
commercial oldies, he/she can choose between using an Apple II emulator
or using a real Apple II with at least one 5.25" drive.
