Apple SC40
RamFAST D rom3.01e

I buyed SC40 and a dizaine of tapes some years ago.
Never got a problem.
The tape I have in my hand is Apple labeled but I am sure it's a 3M tape.
Label says:
40 MB TAPE CARTRIDGE
Formatted DC 2000
1/4-inch tape (6.35mm)
205 feet (62.5m)
12,500 ftpi

Since your tape handler does'nt work in PC world
maybe it's handler itself in cause or cables or SCSI term.
Open top and check SCSI term resistors (on drive side).
Try another cables ;-)
