Where do you get the idea that ROM 3 requires less patch code? Since there
is twice as much ROM in a ROM 3, it follows that there is more patch code
since there is more to patch. A check of your SYSTEM.SETUP directory will
bear this out.

ROM 01 has more tools on disk, so they are simply updated rather than patched.
