It's been a while since I read anything about it, but seems that TS1 is for
tool patches common to both ROM versions while TS2 and TS3 are version
specific.

I tried booting system 3.1 on my ROM 3 once and it worked. Simply for gee whiz
value kinda like when I tried system .94 on my Mac Plus. I wasn't expecting
it to run so hot so I didn't try to do much with it.
