On Proterm, you can issue ATA or ATD by first issuing "Open Apple - T"
to go into terminal mode...
As for why ATD does not work, see below...

You need to be fast when you do ATD and ATA without a carrier.
The two must be pressed within a split second of each other...
There IS an AT command that can disable carrier sensing...I can't
remember it at the moment...Greg Buchner wrote about it...
