The easiest way is to have someone send you a diskcopy image of an
Apple IIGS disk containing the binscii program.

Check to see how much memory your IIGS has.  If it has around 2MB
or even 1.5MB or more, you should get GSCII+ instead.  To use it,
you need GS/OS.

So...get GS System 6.0.1 from http://www.allelec.com/  if you have
enough memory.  If you don't, it is worth bumping the memory to at
least 2MB (preferably 4MB to 8MB) by getting a memory card from
Alltech.  It takes SIMMs, so buy what you need now and get more
later.  You could also pick up a relatively inexpensive hard drive on a
card while you are at it...it has System 6.0.1 pre-installed.

Now when you have enough memory and System 6.0.1, a funny
thing happens...System 6.0.1 contains a file system translator (FST)
for the HFS file system.  Basically, the Apple IIGS...with its native
OS...can READ AND WRITE MACINTOSH DISKS.  I don't think you
have a SuperDrive, so that means 800k DS/DD Mac 3.5" disks. That
solves your problem...just use Mac formatted disks to take your
stuff over.

So, to summarize, if you don't want to upgrade your GS (why use
a GS if you don't?), just get someone to diskcopy a disk with
the binscii program.  If you DO want to upgrade your GS, get 2MB
or more and a Focus drive from Alltech and move all your stuff to
the GS with Mac DS/DD disks.  That Focus drive reportedly contains
some freeware...including GS Shrinkit!  Once you have GS Shrink,
it is very easy to get the rest of the stuff, including GSCII+...
