I invite you to read the csa2 FAQ, officially archived (ignore
pretenders' collections of stolen words) at
http://www.visi.com/~nathan/a2/faq/csa2.html section 7.2 for info on
this subject. GS/OS replaced ProDOS 16; if you have the memory for it
(i.e. you've expanded the box to something usable, not what Apple
tried to pass off as usable). The latest version of GS/OS is included
with System Software version 6.0.1, and is downloadable and/or
purchaseable from the sources listed in the FAQ.

[Faq section 2.6 for more info] Despite the confusing name by
Apple, it is *NOT* a single (or few) chip upgrade from ROM 00/01 to
the ROM 3. It is a motherboard swap. The ROM 01 is the most
compatible GS setup; instead of putting any extra money into a ROM 3,
you should purchase extra RAM instead, giving you far more bang for
the buck.
