Only if your Toshiba also has an AppleTalk (LocalTalk) card _and_
software to act as a file server.  Both these functions are built into a
Mac (System 7 is required for the second half).

This is not an easy combination to get hold of.  The PC LocalTalk cards
are rather obscure, server software for the PC (which works with the
LocalTalk card) is even harder (short of setting up something like a
NetWare server), and the IIe Workstation Card is also rare.

Get a Super Serial Card and use a standard serial connection to the PC
with whatever comms software you have on both machines.
