I agree that it makes "sense", but it isn't viable. The overhead, and
unnecessary complexity would make it a rather difficult and time consuming
task to implement. In addition, the emulator would have to "emulate" the "disk
image" anyway because SHK files (not SDK) are just file archives.
It "makes sense" to boot our government, and rebuild it from the ground up.
But it isn't a "viable" option.
