The only icon editor that can read icon resources and write Finder icon
files is ICE from EGO Systems. Whether they will sell you a copy ($10
U.S., it was) is another question, since that company has been forced by
the market to go on to other things.

I wonder if HyperStudio would do what you want. It is able to read Finder
icon files, I know. I think it can import resource icons, too. If not, the
"Icon Maker" new button action that comes with it may provide a way to do
what you want: 
1. display a window full of appropriate icons in the Finder,
2. save this as a graphic file (there are many DAs available to do this.
ScreenPrint by Jason Simmons, a freeware NDA, works well), 
3. load the screen shot into HyperStudio as a background, 
4. paint your red X's, 
5. then use the "Icon Maker" New Button Action.
6. Finally, share the results with the world!

An expert user of HyperCard could probably use existing XCMDs to automate
this process, but it wouldn't be for the faint of heart.
