IIRC, the ROM01/ROM03 incompatibility arises from the fact that on
ROM01, you can use the $C400 vectors that work similarly to an Apple
Mouse Controller (or whatever) in an Apple //e, whereas in ROM03 you
can't do this and must work with the Toolbox (Event Manager?) to talk
to the mouse. This was part of the ROM03 push to divorce physical
slots from built-in components.
