No. The white socket is the game connector (it provides the same
signals as the 9-pin female connector on the back, and a few extra ones
as well).
There are several possible reasons for lack of video output. For
starters, I'd suggest removing all cards from the machine (with the
power off!). Connect the monitor and turn the machine on. The machine
should beep immediately. If the video is working, you should get an
"Apple ][" or "Apple //e" title at the top of the screen, followed by an
Applesoft BASIC prompt (right square bracket and cursor).
If that doesn't work, and you have tried a couple of monitors (and video
cables) then there is probably a fault in the motherboard video
circuitry that will require some detailed diagnosis to track down.
