Does that inbuilt routine actually test, or just indicate presence? My experience leads me to think the latter. The PAL is another IC, IIRC, a 20 pin DIP, that is just outside of ASIC (the large square chip) and should be a 16L8. I've got the ability to make more should it be damaged, as well.
