Definitely an AppleTalk card for a PC, though I haven't seen one for
about ten years so I don't recall the specific details.

The main clues: it has a micro (and a 6502 is used on the Apple II
AppleTalk card, so I expect this has the same underlying architecture
and firmware), the Z8530 is commonly used to implement LocalTalk, and
the DB-9 female connector was the standard connector used prior to the
introduction of the Mac Plus.
