Well not exactly free at least in Los Angeles.  At $20 year the LA 
Freenet is still a bargain for Apple II users.  It beats $20 mo that the 
average ISP is going for these days.  I can do just about everything I 
need with an Apple II with the exception of graphics (but you can 
download em if ya really want to see them)
