This and many other items are carried in the comp.sys.apple2
Frequently Asked Questions (FAQ) at
http://www.visi.com/~nathan/a2/faq/csa2.html section 7.3 Drop by and
read up on it.
From an Apple //e, your choices of an ISP are limited to those
that can provide a dialup shell account; PPP and SLIP connections
are not doable at this time. Once you find such an ISP, you can
proceed.

For a modem off a //e, go with an external serial modem, such as
one from a PC. [Mac ones that require ADB connectors for power/etc are
right out.] Next, an unaccelerated //e will be able to handle a 9600
modem fine and a 14.4 modem with the right serial cabling, so you can
look around for a good used modem from others who've gone to faster
ones. A serial card for the //e is also needed if one doesn't exist;
there are many dealers and online sources listed in section 10.2 of
the csa2 FAQ.
