Well, if memory serves me correctly, the Binary II wrapper was created
by Gary Little.  The original way to wrap and unwrap your files was to
run short Applesoft programs called BINARY.UP and BINARY.DOWN.

These programs were printed in magazines and made available on BBS'.
He also encouraged telecommunication software programmers to add the
ability to add and remove this wrapper during file transfers which
most did.

I think BLU is a different program that compressed the file and put it
in a Binary II wrapper.  I'm pretty sure this is those rare archives
that contain files with names ending with .QQ.  ShrinkIt and GSHK
support uncompressing these types of files.
