The Apple Service Diagnostics will check it. Also the disk from
Chinook or Sequential Systems, and perhaps AE.
Apple never sold a IIc Plus RAM expansion, rather they let the 3rd
party vendors sell their card design.
They all sold that same card, though purportedly the Apple branded
card does not work on a IIc Plus, some may, some probably don't.
The PAL needs to be changed. It's soldered in and sits just over the
ROM on the motherboard. I've changed them on lots of these cards, and
if you have a No Slot Clock in there and wish to use the RAM card, you
need to either put a zero footprint socket on the motherboard, solder
the clock in (yuck), or take the PAL off the RAM card and bend it's
legs 180 degrees and put it back in.
Bend each leg only ONCE. There is no turning back. They fall off if
they go back the other direction. You can socket the thing or solder
it back in directly.
