Apple ][ to Windows PC text transfer?

My friend has an old Apple IIe 5.25 floppy that has some important info that
he needs to retrieve.
The info is a text file of some kind, probably Teachtext?  He wants to get
the text over to a Windows
3.5 diskette so he can update the info on his Windows system.  I'm a Mac
person, so I'm not much help.

Does anyone know of someone, or a service bureau, in the Hollywood or WLA,
CA., area that 
can do this for a reasonable (or free) cost?
