    That is the manual that shipped with the ROM 00/01 Apple IIgs, 
and yes, it was fairly useless in terms of information. 

    However, when the ROM 3 shipped it included the a new manual
entitled the "Apple IIgs Owner's Reference". It was close to 400
pages (compared to the original manual that was only 190 pages)
and contained a fair bit of useful information. Of course while 
it was still far from being perfect, it was a great improvement 
over the original.
