That's almost always caused by a software malfunction in my
experience. You may want to reinstall GS//OS and the Finder just to
be sure the files on disk are fine [though if you could boot to the
finder initially withough problems, that's probably not going to help]
Bad programming of resource use by this program or any extensions,
or just simple memory trashing can cause this error. Though I do think
it's rather bad programming and UI style for the system to go into the
bouncing Apple of death screen with that message rather than allowing
some form of error recovery by apps, etc.
