Actually, the way that I have seen it work to date is that if things come to
a conflict that is not going to be resolved, a new person puts together
the FAQ, works with news.answers (which is likely to take several months),
and then after the moderators there approve the FAQ, it begins being
distributed.

The other possibility that exists is that folk just skip the news.answers
part and start posting the article on a regular basis.

In either case, I strongly encourage folk to ensure they follow
appropriate copyright policies and get permissions before using information
in the FAQ that evolves.
