No, this person from Japan actually said in his message that he could not
access it, and that he is in need an a2 FAQ. I'm not even going to
speculate on the "reasoning" (if that's the term for it) behind this
particular person being kept out because as time goes on, this whole thing
is getting weirder and weirder as to who is affected and who is not. I'd
advise this person to download the FAQ from one of the alternate FTP sites
instead.
