A partial format?

How can I initialize only blocks $000A and $000B of the ProDOS
partition on my Sider (original 10MB Sider, not 42MB SCSI, or
anything)? Would Copy ][+ 8.4's Copy With Format get a desired (for
me!) effects?

I've already tried copying over them with Copy ][+ 8.4's regular disk
copier--that only fixed block $0009.

OR...

How can I salvage the files, or do I have to buy ProSel, etc.? The
drive is othrewise good, as I can boot GS/OS, but after it is loaded
(and it still works after this), it gives me that "can't read .DEV1!
Eject or Initialize?" message. If Copy ][+ did resource forks, I'd be
all set...

Helpful(?) info:At lesat block $000B is in a file, which I can't
   delete (I/O ERROR).

Of course, maybe I've got a physical error--I never park the Sider...I
haven't been jarring it recently, tho...and it survived the trip to
college (and to home from where I bought it) unparked.
