How connect IIc to german TV?

I own an Apple IIc and it runs fine except that I don't get any colors
on my screen. I'm using a TV with composite and RGB connectors.
Connecting the cinch socket in the center of the backside of my IIc with
the composite cinch input socket of the TV brings up a flawless but
colorless picture. Could it be a problem with PAL / NSTC
incompatibilities? My IIc has a 220V transformator and a german keyboard
(QWERTZ), so that I think it is for the european / german users. I have
heard of a device, that get's a digital RGB signal out of the
SUB-D monitor connector of the IIc called Video 7; does anyone know
where to get it?
