Well first of all, the Apple IIc does not have an RGB video port.
That DB15 connector is merely a video expansion port, which with the
exception of the rare LCD display, cannot provide a video signal for
any type of monitor. In order to make use of this port, you will need
a video adapter, such as the 'Video-7' which produced a digital RGB
(TTL) signal. Alltech Electronics may have a limited supply of these.

Using an identical DB15 connector for RGB video on the Apple III,
Apple IIgs and certain Macintoshes was a pretty short-sighted move on
Apple's part (even more odd was that Apple printed the very same RGB
icon above the IIgs's port, which causes even greater confusion).

If you can't locate a video adapter, I'm sure your already aware
the Apple IIc can connect directly to any color NTSC video source
(via an RCA phono plug) using the connector just beside the expansion
port.
