I'm sure Nathan covers this in quite a bit of detail in his FAQ which
is available at http://www.visi.com/~nathan/a2/index.html.

Quickly: 

1) The ROM is a lot larger because it holds quite a few System 5 tools
and also a bit of code.  Thus, you will notice significant speed
increases when booting System 5 or System 6 off of a 3.5" floppy
drive.

2) The ROM 03 has about 1.125MB soldered onto the motherboard, as
opposed to the 01's 256k.

3) The ROM 03 is not as compatible with all software as the 01 is.


There are a lot of other minute changes, from different motherboard
layout to a slight noise reduction, but I'm fairly certain these are
all addressed ad absurdum in Nate's excellent FAQ :)
