I opened the case and took a look at the cards inside the case and it
looks to me like the 1080 is wired like so:
Pin 1 & 2 Gnd
Pin 3 Red
Pin 4 Green
Pin 5 Blue
Pin 7 Composite Sync
Pin 8 Horiz Sync
Pin 9 Vertical Sync

So the 1080 D-Sub 9 port is wired the same as the 1084

I also tried to connect the composite sync coming from the iigs to
horiz sync and vertical sync and got the same problems....

If it's not a dirty switch (I have a 1902 with a dirty switch in front
that i have to jiggle to get a svid pic in), then you probably need
some resistors on the horizontal & vertical lines.

I had to do that to connect an Atari 1024 ST to a 108x monitor (I have
a 1902, 1080, & 1084). Unfortunetly (for you) I have a Sony CPD-1302
that I have my IIgs connected to, and I didn't have to resist anything
on that. I haven't tried to make a 108x cable for it yet, so I'm not
sure.

I took the cable and monitor up to Tony's place and we got it running by putting a 200k ohm pot on the Composite sync line and tying the remaining lead to ground. So the wiper is attached to Composite sync coming from the IGS then one side is pin 7 on the Dsub 9 and the other side is wired to ground ie pin 1
