The easiest way is to put the data onto a 3.5" ProDOS formatted disk (if you 
don't have one on the IIe, find someone with one on a IIe or IIgs).  Then 
use a Mac to transfer the data from the ProDOS disk to an MS-DOS formatted 
disk.
 
I'm not familiar with MicroSoft Access, and you didn't mention the program 
used to create the database on the IIe.  If it's AppleWorks, it allows 
several text formats to export it -- one of which can probably be imported 
by Access.
