That's usually because there's an icon already matching all TXT
files, and is in the Finder's list of icons before yours. The Finder
is lazy and takes the first match, not reserving the generic matches
for last. Use a disk utils program (ProSEL, or move out all files and
copy back your file first) to place your custom file at the top of the
directory. Or, look thru all other icon files on your disks to figure
out what entry's matching the TXT files, and move that to your custom
icon file, after your icon.
