telnet to telnet.dal.net
log in as dalnet
enter your desired nickname at the prompt.
choose a channel.

Note that this is DALnet, not EFnet.  The #appleiigs channel that everyone
talks about is on EFnet.  DALnet is the #3 IRC network out there (after
Undernet and EFnet) so it's not exactly tiny and you're still likely to
find people there.
