Rick, you need to get software that supports a higher port speed.
With some modems, you need a port speed of 38.2kbps or 57.6kbps
to activate the error correction and data compression features,
which prevents the garbage you see on the screen.

The choices are basically ProTERM and Spectrum, both commercial
programs.  If you just need a terminal and not transfers, you
can probably get away with using the ProTERM demo.
