They just made the ROM 1 motherboard able to be used either in a IIe
upgrade or as a new IIgs.  The IIe upgrade wasn't as popular as Apple
thought, and they removed the connectors in the ROM 3.

Probably not, though I haven't checked.  In any case, the IIe-to-IIgs
upgrade involved replacing the motherboard and baseplate of the
computer.  This is probably mostly due to the need for more holes in the
back for the extra connectors.
