Why no internal modem > 2400?

Philosophy question here...

        We have SCSI cards, we have SecondSight, we have hard drives on
cards, but why don't we have internal modems for Apples faster than 2400
bps?  This eludes me.   Anyone have any guesses?

        And don't say "cuz it's cheaper to put a Super Serial together
with an external 14.4 or faster", which is true but was not neccesarily
the case during the first year or two of 14.4's being readily available.
