Try going into online mode (OA-T if I remember correctly) and typing
AT following by a carriage return.  If you don't get an OK response on
your screen, then your modem probably thinks that your computer is not
ready to receive any characters.

Power the modem off and on again then type AT&D0 and press return.  If
you get the OK response on your screen then that is the problem and
you should add the &D0 to your modem init string.
