If you are trying to hook the VCR directly to the monitor, you might
be able to find an NTSC to RGB converter somewhere but I think they
are pretty rare.  I'm seem to remember reading about these sort of
devices a number of years back.

If you still have the IIgs hooked up to the RGB monitor all you need
is an Apple II Video Overlay Card (VOC).  You plug the VCR output into
the VOC input and the IIgs screen gets overlaid on the incoming video
and will be displayed on the IIgs RGB monitor.  You can then change
the settings of the VOC so that only the incoming video gets displayed
if you want.
