Not many chips to choose from:
6821 standard PIA
68xx single chip micro
27xx an EPROM
74LSxx standard glue chips
I would check the EPROM first. Also the 74LS245 databus buffer if it has one.

I have a couple of cards (but no mice) I picked up cheaply at a market day.
I have not even plugged them in yet to see if they work. One has had its
cable ripped off and poorly soldered back in place.
