Actually it only works with one specific NuBus video card: the so-called
"high-resolution" card. It's not likely that you'll find one easily, so
the answer to your question (practically) is no.
If the Mac to which you were hoping to attach the IIgs monitor is a centris/
quadra model or more recent, you can buy an adapter for about $15 that will
allow you to plug a multiscan VGA monitor into the Mac. Unfortunately you
do have to live with the crummy image produced by the low-refresh rate
you get with this method. I'm using an IBM SVGA monitor on my Centris 650
right now at 800x600 56Hz. I can actually see the screen flicker, but it's
possible to live with it.
