I'd go for the IIc+.

1. The 3.5" drive is built in, as is the power supply. The IIc+ is much
neater on the desk top. The IIc might require an updated mother board to
use the 3.5" unidisk. 

2. The processor on the IIc+ runs 3.8 times faster than the standard IIc.

3. The IIc+ has a built in memory expansion slot.

4. (A personal opinion) The keyboard on the IIc+ is a little nicer.
