   No DOS 3.3 from Apple disks were copy protected to my knowledge;
what you've probably got is a case of 'bit rot' where the magnetic
media flakes out over time. [By U.S. copyright law, you're allowed one
(1) personal backup to insure against problems like this, but
obviously the previous owners didn't feel that was important.]

   If you can boot it, you can copy the OS off it by inserting a fresh
disk and typing 'INIT HELLO'. This will reformat the new disk and copy
the OS to it. [It'll also use whatever BASIC program you have in
memory as the startup program, so you may want to type the following
before INIT:

NEW
10 HOME : PRINT "DOS 3.3 DISK."

   Calling 1-800-SOS-APPL can let Apple refer you to a local user
group that can make a good copy of the DOS 3.3 master and other stuff
if desired.
