Maybe just mounting a heat sink on top of the ASIC would be
enough.  I know you can get heat sinks to mount directly on
486 processors, and that would seem to be about the same size.
Some modifications to the sink might have to be made, though.
You can buy a heat sink combined with a 1W fan at Radio Shack
for about $15.  You would also want to get some heat sink paste,
which is just some goop to put between the chip and the sink
that will help conduct heat away from the chip.  Anyway, if the
sink isn't enough by itself, you'd have the fan to mount on it
too.
