The IIc does not have an "RGB port".  The 15-pin port is a "video
expansion" port.  It is an unlucky coincidence (aka design flaw) that it
looks the same as the RGB video connector on an Apple ///, IIgs or Mac.

The IIc video expansion port provides several internal signals which
allow a plug-in device to generate an appropriate video signal.  You
need an adaptor in most cases.

No.  You need an adpator which generates the appropriate flavour of RGB:
analog RGB, not digital.  Digital RGB is much more common on the IIe,
and I think that digital RGB adaptors for the IIc are also more common
(analog RGB didn't become popular until a couple of years after the
release of the IIc).  The Apple /// also has a digital RGB port.

The IIc LCD screen plugs directly into the video expansion port.  There
may be other devices, but that is the only one I know of.
