Does the electrical outlet work--if you plug something else in the oulet,
will it power up?
Assuming the outlet is ok, remove the power supply from the GS, plug it
in an outlet, and turn it on. Take a voltmeter and measure each pin on
the power connector. You should have a +5v, -5v, +12v, -12v, and two
grounds. If you are getting no voltage, then the power supply is bad.
It is highly unlikely you have a bad motherboard.
