Yes, you do need a different interface card.  The Disk ][ card only
supports 5.25" drives.

Apple made a card called the "Apple II 3.5 Disk Controller Card", better
known as the "SuperDrive Card".  It was released in 1991 and
discontinued in 1993.

It supports the SuperDrive, Apple 3.5 Drive and UniDisk 3.5.

There are two catches:

1. It requires an enhanced IIe (or a IIgs).
2. It is very rare.

There were rumours of a similar third-party card being released, but
I've never seen anything definite.
