There is no "ROM" but the block RAM inside the FPGA can be initialized 
from the serial EEPROM along with the rest of the configuration. This 
BRAM is also dual-port which makes it very convenient for a lot of 
things. If I don't use most of it in the design, I'm not getting my 
money's worth :)
However in this case it would be relatively easy to move some stuff from 
the BRAM to external SRAM. Or initialize parts of SRAM by software 
either from the EEPROM or even from the MMC/SD card and use as ROM.

The CB design is pretty flexible so that almost anything could be done.
