     There is no common hardware problem with II+ video. Perhaps the
output level adjustment  has been diddled. You can try adjusting the
mini-pot (R11) located near the video output socket.

     If someone has added an RF converter, there may be some circuit mods.
For instance, someone may have cut the traces going to the composite video
output socket or otherwise changed the output.

     To check the RF output, remember that it must go to the VHF "Antenna"
input of a TV  or to a "Game/TV" switch box connected to the TV's
"Antenna" input. The TV must, usually, be set to Channel 3 or Channel 4.
(I do not know why there are two plugs on the RF converter. Supposedly, at
least one is an RF output. The other _may_ be a composite video output or,
even, an antenna input.)
