Not very likely unless Aladdin Systems are prepared to release information
on the Stuffit file format, or someone has a lot of spare time to

Who cares if DiskCopy runs on anything less than a Mac Plus - the hardware
doesn't support 800K disks anyway, so it would not be useful. A hard
drive is also a requirement, because you can't fit an 800K disk image on
an 800K floppy.
DiskCopy requires enough RAM to hold a disk image, so you would need at
least 2MB to use it (probably 4MB with System 7), but I'm pretty sure it
will work on any Mac Plus or later with a hard drive. It has been
regularly used by my user group on an SE with 4MB.
